Governor apprises Minister on Sainik school &Territorial Army
ITANAGAR, Apr 13: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma during a meeting with Union Minister for Defence Manohar Parrikar at New Delhi on 13th April discussed on issues related to the State and defence.
The Governor urged upon the Defence Minister for fast tracking the establishment of a Sainik School in the State and rising of ecological Territorial Army battalions.
The Governor also discussed on security related issues with the Defence Minister in the meeting. He took up cases related to land acquisition in Arunachal Pradesh for defence purposes. Computers disappear from schools
ITANAGAR, Apr 13: Many computers provided to various schools of Upper Subansiri district reportedly disappeared while many of them have been found either defective or out of order, alleged All Tagin Students' Union (ATSU).
The fact was revealed during a recent survey conducted by a team of ATSU in various schools in the district headquarters, including Govt. Hr. Sec. School, Daporijo, Govt. Sec. School, Ligu, Govt. Town Middle School, Govt. Sec. School, Lida, Govt. Sec. School, Sikarijo, Govt. Rijo Middle School, Daporijo etc.
While expressing grave concern over the mismanagement in supply of so many computers for providing computer education to the students, ATSU appealed to the higher authority concerned to take the matter seriously and find out the person(s) responsible for it.
BRO claims dismissed
ITANAGAR, Apr 13: The All Bori Students Union (ABSU) has dismissed the claims of 92 Road Construction Company (RCC) of Border Roads Organization (BRO) based in Tumbin that it had been made some remarkable achievement in developing road in remote and far flung areas of West Siang district.
Claiming that nothing remarkable has been achieved by the RCC as has been claimed in a press statement which appeared in this daily today, ABSU in a release said that even two kms of road work have not been done on Bille to Migging under Upper Siang in the last 11 years.
Just taking up a bridge (of 360 feet span over River Siyom ( Siyon) on Bille to Migging road) does not reflect the overall road scenario and it can not be a indicator of development, the students union said, and accused the BRO of misusing road materials, like cements, fuels etc.
Inordinate delay in construction of the road from Bille to Migging has shattered the dream of the people, who dreamt of a good road communication when the project was started 11 years ago, rued the students union.

Org questions Police over MV checking
ITANAGAR, Apr 13: Irked with the double standard attitude of police personnel in checking motor vehicles, Arunachal Youth Organisation has lodged a protest with the Superintendent of Police Capital Complex questioning why bikers and commercial vehicle are being targeted all the time. In a representation to the SP Capital Complex, AYO alleged that police personnel are collecting penalty fees from traffic rule violators randomly without using challan. It also complained that police personnel on night duty are mostly in drunken state and some time create trouble.
AYA demands early construction of civilian terminal
ITANAGAR, Apr 13: A delegation of the Apatani Youth Association (AYA) has called on the Civil Aviation Minister Thangwang Wangham, Chief Secretary Ramesh Negi and PCC president Padi Richo, demanding for early construction of civil terminal within the existing allotted land at Ziro ALG.
Claiming that the MoU has been violated in construction of the present ALG as it has no civilian terminal, the AYA said that the decision taken in the Oct 2014 meeting for joint survey by AAI&IAF along with DC should be carried out to redesign the master plan so as to accommodate civilian terminal within the existing land.
It further urged all concerned to implement the MOU signed between Centre and state Govt in the year 2009. According to MOU, AYA said, ALG will be used to cater to the need of civilian passengers and assist development project in the region.

Police fire in air to disperse irate opium cultivators
ITANAGAR, Apr 13: Police had to open fire in the air to disperse a mob of illicit poppy cultivators when a team of Narcotics Control Bureau, Guwahati zonal unit and Anjaw district administration faced stiff resistance from them while carrying out a drive to destroy illicit Poppy cultivation at Chaglagam circle under Anjaw district.
Poice opened fire when the local public pelted empty beer bottles and rolled down heavy boulders from the hill top upon the team at Bomna village under Chaklagam circle causing minor injuries to security personnel. The security forces fired 78 rounds in the air to disperse the unruly mob. However, there was no casualty.
The mob also caused damaged one hired police vehicle.
A case has been registered at Hayuliang Police Station.

College teachers across state stage dharna in protest against assault on teachers

ITANAGAR, Apr 13: Brutal physical assault on Associate Professor of Mathematics, Dr K K Rai of Dera Natung Government College here by a first year student one Ngurang Tati allegedly for not allowing him to use cheat during examination has sparked a widespread protest across the state by teaching fraternity.
Government colleges across the state extended their solidarity to Associate Professor Dr Rai and threatened to boycott the ongoing college examination.
Protesting the repeated physical assault on teachers by its own students across the state, the teaching faculty under aegis of Arunachal Pradesh College Teachers Association (APCTA) today staged a dharna in front of Dera Natung Govt College. Similar incident was also reported in JN College Pasighat as one lecturer Dr Punia Tao was also reportedly assaulted by a student on April 9 last.
Reacting to the sporadic physical assault on teachers, APCTA had decided to boycott the examination of undergraduate courses scheduled on 13 April. However, Rajiv Gandhi University authorities had postponed the said examination to next date citing administrative reasons for the postponement.
With somber mood, teachers gathering at college premise near administrative block and demanded the assaulters to be punished severely under appropriate section of law. Venting his anger over ugly incident, APCTA president Dr Jommi Loyi said, "Enough is enough. Teachers cannot be treated as a punching bag by the students," Loyi also appealed to the various organisations and civil societies to extend solidarity with them in their movement. He also appealed to the parents and elders to inculcate good manners to their children.
APCTA also alleged that despite several pleas, the state govt failed to provide security to the teaching community who were serving the state with utmost dedication.
"Repeated attack on teachers is very unfortunate. Is this the reward they are giving us for our guidance, 'questioned one teacher. He also stressed on importance of guiding the students and makes them better human being. He urged his colleague to take up the responsibilities to instill good manner in the students. APCTA reiterated unless the society intervenes, the menace would continue and has no end road. It further stated that through the peaceful dharna, the college teaching community wants to send strong message to all the parents.
"Merely getting their children admission into a college is not enough. They need to be guided properly right from home," another lecturer observed.
At Tezu: The APCTA Unit of I.G. Govt. College, Tezu staged a protest march in solidarity with APCTA Central Unit (Itanagar) in the wake of physical assault of Dr. K. K. Rai, Assistant Professor, Dept of Mathematics. The teaching fraternity strongly denounced such dastardly act and exhorted upon the students to maintain discipline in order to augment the academic ambience of the institution.
Condemning the incident, Nongja Singpho, Joint Secretary, APCTA, IGGC, Tezu Unit said that such type of unruly behaviour of the students would affect the morale of the teaching community.

During the daylong meeting, Arunachal Pradesh in context of 14th Finance Commission Award, Niti Aayog and Arunachal Pradesh vision 2030 were discussed in length.
The meeting chaired by CM was basically aimed towards explaining the changes in governance which has been as a result of 14th Finance Commission Award and Niti Aayog.
The consultations with the stakeholders will commence by the first week of May which
will pave way for preparation of suggestions for the upcoming State Budget 2015-
Briefing the house on the merit and challenges on the 14th Finance Commission Award and Niti Aayog, Planning Secretary Sonam Chombay informed about the FFCs radical enhancement of shares to the states in the central divisible pool from the current 32 percent to 42 per cent which is the biggest ever increase in vertical tax devolution.
After thorough discussion on the challenges, the house unanimously resolved to move
the Union Government to restore the Special Category Status and its associated benefits
for Arunachal Pradesh. It also resolved to take up the 12 delinked Central Sponsored
Schemes with Government of India. Few other resolutions which were unanimously taken
up by the house were to impress upon the Central Govt. to continue sharing pattern
of 90:10, to complete all the ongoing Centrally Sponsored Schemes delinked in the

to be streamlined and issues related to delay in the execution of Hydropower need

Police bust gang of burglars, recover huge quantities of electronics goods
ZIRO, Apr 13: In a major breakthrough, Lower Subansiri Police busted a gang of burglars arresting five of its members, and recovered large quantities of electronics goods, including TVs, computers and accessories from their possession.
Lower Subansir SP Tumme Amo after receiving several complaints of burglaries constituted a team which laid trap and caught the burglars. The arrested burglars were identified as Yom Raja, Yom Tabung, Toko That, Sanjay Gurung and Dangu Habung, informed the SP.
Three laptops, two LCD color TVs, four computer monitors, 1 printer, three CPUs, two DVD players, three sets of sound box, two keyboards, one UPS, many electronic items, local beads, bangles etc were recovered from their possession.

Arunachal needs to launch cardamom revolution

NAHARLAGUN, Apr 13: After large size cardamom turned a national role model in Anjaw district following a joint project taken up by NABARD and National Youth Project (NYP) and helped the district to earn Rs 60 crore in 2014, the efforts of Agro Gramin United (agun) chairman Likha Maj, one of the pioneer horticulturists of the state, came to limelight recently.
With the locals totally depending upon the government and finding it difficult to
earn their livelihood, Maj had started horticulture activities in 1993 to encourage
the locals to tap vast horticulture potentials through Agun to become self-
to earn handsomely for him and other local farmers.
Maj recalled his experience from the past that he used to sell large cardamom at a throw away price of Rs 20/kg. The rate went up to Rs 40 to Rs 90 then Rs 200/kg, when the villagers were lured to this wonder plant. The rate went up from Rs 200/kg in 2000 to Rs 900/kg.
He disclosed that after visiting various cardamom gardens in different states, he
has removed the old plantations and is planting new organic saplings developed scientifically
to get ten times higher yield besides a longer lifespan. He said that his cardamom
cultivation has grown to two-

Kaso seeks people’s cooperation for quality road construction

NAHARLAGUN, Apr 13: Itanagar lawmaker Techi Kaso today exhorted the residents of Pachin Colony here to wholeheartedly cooperate with the PWD for maintaining the quality of the ongoing concrete cement road work in the colony.
A group of villagers led by Pachin Welfare Committee president Tadar Tania met Kaso, who accompanied with Naharlagun PWD EE Taniya Soki, inspected the work on Monday morning.
When Kaso insisted the villagers to cooperate and allow the concrete to set without causing any damage for it to last long, they assured to maintain vigil so that no one drives on the road before complete setting. They also lauded Kaso, also UD Parliamentary Secretary, for fulfilling his commitment of developing the roads of the colony.

that empowers us to communicate our ideas, knowledge, customs, tradition, beliefs,
practices etc. As Fishman (1996) states; “Language is the mind, spirit, and soul
of the people.” It is through language that we transmit ‘who we are’ as a people
to our beloved children-
This is an appeal to all parents to take little effort to teach children our mother tongue from very infancy. Let’s learn our mother tongue with all our heart and soul, because our culture is never complete without it. What important pieces/components of our tradition that we choose to pass on to our children, may have the power to break or preserve our culture. Every effort must be upheld by each community to protect, preserve, promote, and practise their Indigenous languages.

Provide equal chance to every youth
Dear Editor,
The seminar on the youth's perspective on exclusion in Arunachal Pradesh was conducted in Rajiv Gandhi university. The issues of racial discrimination, the negative impacts of Hydel power projects & Railways, minority schemes, the case of Yobin community of Arunachal Pradesh were the core topic for discussion. All these issues are very pertinent in context of contemporary Arunachal Pradesh.
However, according to me the most severe form of social exclusion that is taking place in Arunachal pradesh is "corruption".
A question may arise in the minds of bundles ‘how’. Corruption is a form of social exclusion that is invisible. In the sense that people still don't perceive this as social exclusion though they may have aversion towards corrupt practices. The first thing that strikes our mind when we say corruption in today's society is limited to the financial boundary. The corrupt practices are highly practiced by the affluent section of the society. This eventually is leading to the widening of disparity between the rich and the poor.
In Arunachal society, in the ground level the rich are getting richer and poor are getting poorer. The economically backward people with no err on its part are deprived of many opportunities. A bitter reality that many a times the economically backwards are deprived of equal opportunities in matters of public employment thus violating the article 16 of the Indian constitution.
The best instance is the practice of nepotism linked to political elites that is prevailing about securing jobs in public offices. So what about the section of the people who are deprived of the deserving positions only because one is not financially healthy?
Isn’t this a form of exclusion? One very pernicious outcome of such practices would lead the youths who are authentic, hardworking and aspiring, to the path of desolation as a result of frustration. The youths of Arunachal Pradesh constitutes 60%(approx) of the population and it is the youths that can really elate Arunachal Pradesh. The only notion of my article is to appeal the respected authorities to provide equal chance to every youth to show our dedication towards the well being of the state.

Imbalanced education system
Dear Editor,
The current education system of our state is in pathetic conditions. The state Govt. is moving ahead with a move to create more educational institutes than to improve the existing ones. There is a shortage of teaching staff in most of the schools of our state. Some of the interesting fact behind the scene is that many of the teachers are concentrated in a particular region. Solutions to this problem could be through proportionate posting of teachers in different region of our state. Initially the state govt. had ordered mass teachers transfer from so called teachers concentrated region to a region where there were less teachers. But the state govt had withdrawn their move due to unknown reasons and the same govt had set up "One Man Committee " to study the matter and prepare a report to solve the issue. Till today the committee is silent over the issue and there is no sign of any further steps in this regards. Therefore the problems of teachers issue are a matter of concern to be discussed at all levels. Hence, it's my humble appeal to the concern authority to safeguard the young future generation from imbalanced existing education system.

As one of the victims of landslide that occurred on 22nd August 2014, I filled a request for relief fund at the Disaster Management Department.
But employees of the department said, "doing such thing is wastage of time. You'll get 2000 rupees at most, which will be less than your fare of to and fro".
I went to the local MLA of capital complex Itanagar, Techi Kaso. He says, “Okay. I'll jot down your pray, but it will take time...".

So, there arises a question from common man!
Why our MLAs are unable to help when we need them?
Why our administrators are not taking action when it comes of common men?
Why is our CM Nabam Tuki always busy on Friday, the day designated for the public.

An open letter to MOS (home affairs)
Dear Editor,
Back here in Dollungmukh, Lower Subansiri district ( Lok Sabha Arunachal West constituency), people are going through lots of hurdles and crying for basic needs in the area though it is merely 5 KM away from NH 52. Due to lack of electricity, proper road connectivity and many more, particularly, the student community and pregnant women are the worst sufferers.
It is my humble request to you to look into the electricity problem which we have been facing for many decades now.
Hope you will bring a little smile to our villagers who have been waiting for electrification.
