Governor apprises Minister on Sainik school &Territorial Army

ITANAGAR, Apr 13:  Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma during a meeting with Union Minister for Defence Manohar Parrikar at New Delhi on 13th April discussed on issues related to the State and defence.

The Governor urged upon the Defence Minister for fast tracking the establishment of a Sainik School in the State and rising of ecological Territorial Army battalions.

The Governor also discussed on security related issues with the Defence Minister in the meeting. He took up cases related to land acquisition in Arunachal Pradesh for defence purposes.  The Union Defence Minister assured the Governor to look into the matters positively. It is expected that the Union Minister will be visiting the State in near future. (PRO, Raj Bhavan)

ITANAGAR, Apr 13: State Government has declared April 14 as holiday on account of Dr. BR Ambedkar's birth anniversary.

All Govt., semi-Govt. offices, including banks and financial institutions will remain closed tomorrow.

 

Governor, CM extend Sangken and Bohag Bihu greetings

ITANAGAR, Apr 13: Governor of Arunachal Pradesh Lt. Gen (Retd), Nirbhay Sharma and Chief Minister Nabam Tuki have extended warm greetings on Sangken and Bohag Bihu.

Extending Sangken wishes, the Governor expressed hope that the sacred tradition will promote warmth and amity in the State.

While wishing the Assamese community, the Governor hoped that the Bohag Bihu will reinforce love and goodwill amongst the people of the two neighbouring states. May this festival be the harbinger of a new dawn of warm and harmonious relationship amongst the people of North East India also, the Governor wished.

In his festival message, Tuki hoped that these festivals would bring with it peace, prosperity and goodwill to the people of the state.

 

Power lines damaged

ITANAGAR, Apr 13: There was a heavy damage in power transmission and distribution system in West Kameng district due to the recent cyclone and landslides, where a number of HT/LT lines were snapped near Durga Mandir in Khuppi - Bomdila Feeder, Kalaktang, Dirang, Palizi, Thrizino areas.

A number of Distribution Transformers were also damaged due to lightning and thundering in the district.

A department statement said that the linesmen and staff are working on war footing to restore power supply in these areas.

 

Child labour rescued

ITANAGAR, Apr 13: In yet another child labour rescue case, the Childline Itanagar has handed over a 12-year-old girl child to her parents at Sonitpur, Assam today. The girl child was identified as Sulapi Dungri (Ningri), who hailed from Bhagmari Tea Estate, under Sonitpur District, Assam.

The child,  who ran away from her employers' place, was first found by Doimukh police and handed her over to Childline Itanagar on  March 27 last. The Childline Itanagar with the help of Child Welfare Committee, Itanagar, rehabilitated the child temporarily at Oju Shelter Home.

Later with the help of Lakhimpur Childline unit and CWC Sonitpur, the Childline Itanagar handed over the child to her biological parents.

 

Accused in RWD office vandalism chargsheeted

ITANAGAR, Apr 13: All the 18 alleged accused in RWD office vandalizing case of Itanagar Police station were arrested and charge-sheeted, informed Capital Superintendent of Police Seju P. Kuruvilla.

Further, City Police has arrested two persons on extortion charges.

According to the SP, one Marge Riba of Ragi village under Basar police station presently residing at C-sector, Itanagar and another Bamang Kaha of Rowa village under Sangram Police Station have been arrested in connection with Itanagar PS case No. 101/2015 u/s 387/34 IPC for allegedly extorting goods from Ganga Market, Itanagar.

Both the alleged accused has been remanded to police custody for further investigation, the SP said.

 

Computers disappear from schools

ITANAGAR, Apr 13: Many computers provided to various schools of Upper Subansiri district reportedly disappeared while many of them have been found either defective or out of order, alleged All Tagin Students' Union (ATSU).

The fact was revealed during a recent survey conducted by a team of ATSU in various schools in the district headquarters, including Govt. Hr. Sec. School, Daporijo, Govt. Sec. School, Ligu, Govt. Town Middle School, Govt. Sec. School, Lida, Govt. Sec. School, Sikarijo, Govt. Rijo Middle School, Daporijo etc.

While expressing grave concern over the mismanagement in supply of so many computers for providing computer education to the students, ATSU appealed to the higher authority concerned to take the matter seriously and find out the person(s) responsible for it.

 

BRO claims dismissed

ITANAGAR, Apr 13: The All Bori Students Union (ABSU) has dismissed the claims of 92 Road Construction Company (RCC) of Border Roads Organization (BRO) based in Tumbin that it had been made some remarkable achievement in developing road in remote and far flung areas of West Siang district.

Claiming that nothing remarkable has been achieved by the RCC as has been claimed in a press statement which appeared in this daily today, ABSU in a release said that even two kms of road work have not been done on Bille to Migging under Upper Siang in the last 11 years.

Just taking up a bridge (of 360 feet span over River Siyom ( Siyon) on Bille to Migging road) does not reflect the overall road scenario and it can not be a indicator of development, the students union said, and accused the BRO of misusing road materials, like cements, fuels etc.

Inordinate delay in construction of the road from Bille to Migging has shattered the dream of the people, who dreamt of a good road communication when the project was started 11 years ago, rued the students union.

Apart from good road communication, the people of Payum circle, which was established on 1962 during Indo-China battle, have also been deprived from electricity and good administration set up for long, the release added.

 

ANSU seeks humanitarian assistance for fire victims

ITANAGAR, Apr 13: All Nyishi Students' Union (ANSU) has appealed to the State Government to extend humanitarian assistance and immediate relief to the victims of April 10 fire incident at Barapani Naharlagun.

Besides rendering four families homeless, the fire devastated all household items, including valuable local ornaments and important school certificates, ANSU informed in a release.

 

IGNOU training for teachers

ITANAGAR, Apr 13: IGNOU center BRCC Doimukh started its 10 days workshop for Diploma in Elementary Education (DELEd) for untrained in-service teachers under Indira Gandhi National Open University (IGNOU).

Tana Tagu Tara, DDSE, Yupia, who attended the inaugural function, said that that since the aim of the course was to improve the quality of teachers and to bring quality in education system, the trainees should not merely focus on getting certificate. Rather, they should develop zeal to acquire the required knowledge which will help them in imparting quality education.

Altogether 126 teachers from Doimukh, Kimin and Banderdewa circles are attending in the workshop.

 

Eye camp conducted

ITANAGAR, Apr 13: The Itanagar Mori-Rotgo Bango Welfare Society (IMRBWS) in collaboration with District Health Society, Upper Siang conducted a two days free eye camp  at Yingkiong on April 11 and 12. More than 300 patients with various eye ailments were registered for treatment. Out of the total registered eye patients, cataract surgeries were performed on 32  patients by Dr Kaling Darang and Dr Kipa Tubing, Eye Specialists along with a team of assistants from Arunachal State Hospital Naharlagun.

Meanwhile, Dr Rajen Kombo, president of the society appreciated the team of doctors for their valuable service. Members of Upper Siang Women Welfare Society and staffs of District Hospital Yingkiong rendered their services for smooth conduct of the eye camp.

 

Org questions Police over MV checking

ITANAGAR, Apr 13: Irked with the double standard attitude of police personnel in checking motor vehicles, Arunachal Youth Organisation has lodged a protest with the Superintendent of Police Capital Complex questioning why bikers and commercial vehicle are being targeted all the time. In a representation to the SP Capital Complex, AYO alleged that police personnel are collecting penalty fees from traffic rule violators randomly without using challan. It also complained that police personnel on night duty are mostly in drunken state and some time create trouble.

 

AYA demands early construction of civilian terminal

ITANAGAR, Apr 13: A delegation of the Apatani Youth Association (AYA) has called on the Civil Aviation Minister Thangwang Wangham, Chief Secretary Ramesh Negi and PCC president Padi Richo, demanding for early construction of civil terminal within the existing allotted land at Ziro ALG.

Claiming that the MoU has been violated in construction of the present ALG as it has no civilian terminal, the AYA said that the decision taken in the Oct 2014 meeting for joint survey by AAI&IAF along with DC should be carried out to redesign the master plan so as to accommodate civilian terminal within the existing land.

It further urged all concerned to implement the MOU signed between Centre and state Govt in the year 2009. According to MOU, AYA said, ALG will be used to cater to the need of civilian passengers and assist development project in the region.

The AYA said that the minister and concerned authorities gave a positive response to conduct joint survey to re-design the master plan so as to accommodate the civilian terminal within the existing ALG land and to find out a solution.

However, the Association threatened to launch democratic movement if the state Govt fails to fulfill the demand within 15 days.

Police fire in air to disperse irate opium cultivators

ITANAGAR, Apr 13: Police had to open fire in the air to disperse a mob of illicit poppy cultivators when a team of Narcotics Control Bureau, Guwahati zonal unit and Anjaw district administration faced stiff resistance from them while carrying out a drive to destroy illicit Poppy cultivation at Chaglagam circle under Anjaw district.

Poice opened fire when the local public pelted empty beer bottles and rolled down heavy boulders from the hill top upon the team at Bomna village under Chaklagam circle causing minor injuries to security personnel. The security forces fired 78 rounds in the air to disperse the unruly mob. However, there was no casualty.

The mob also caused damaged one hired police vehicle.

A case has been registered at Hayuliang Police Station.

On the very next day, the drive was carried out successfully at Hawai circle in presence of two magistrates N. Borang, and E. Yirang. DIPRO

 

 

College teachers across state stage dharna in protest against assault on teachers

ITANAGAR, Apr 13: Brutal physical assault on Associate Professor of Mathematics, Dr K K Rai of Dera Natung Government College here by a first year student one Ngurang Tati  allegedly for not allowing him to use cheat during examination has sparked a widespread protest across the state by teaching fraternity.

Government colleges across the state extended their solidarity to Associate Professor Dr Rai and threatened to boycott the ongoing college examination.

Protesting the repeated physical assault on teachers by its own students across the state, the teaching faculty under aegis of Arunachal Pradesh College Teachers Association (APCTA) today staged a dharna in front of Dera Natung Govt College. Similar incident was also reported in JN College Pasighat as one lecturer Dr Punia Tao was also reportedly assaulted by a student on April 9 last.

Reacting to the sporadic physical assault on teachers, APCTA had decided to boycott the examination of undergraduate courses scheduled on 13 April.  However, Rajiv Gandhi University authorities had postponed the said examination to next date citing administrative reasons for the postponement.

With somber mood, teachers gathering at college premise near administrative block and demanded the assaulters to be punished severely under appropriate section of law. Venting his anger over ugly incident, APCTA president Dr Jommi Loyi said, "Enough is enough. Teachers cannot be treated as a punching bag by the students," Loyi also appealed to the various organisations and civil societies to extend solidarity with them in their movement. He also appealed to the parents and elders to inculcate good manners to their children.

APCTA also alleged that despite several pleas, the state govt failed to provide security to the teaching community who were serving the state with utmost dedication.

"Repeated attack on teachers is very unfortunate. Is this the reward they are giving us for our guidance, 'questioned one teacher. He also stressed on importance of guiding the students and makes them better human being. He urged his colleague to take up the responsibilities to instill good manner in the students. APCTA reiterated unless the society intervenes, the menace would continue and has no end road. It further stated that through the peaceful dharna, the college teaching community wants to send strong message to all the parents.

"Merely getting their children admission into a college is not enough. They need to be guided properly right from home," another lecturer observed.

At Tezu: The APCTA Unit of I.G. Govt. College, Tezu staged a protest march in solidarity with APCTA Central Unit (Itanagar) in the wake of physical assault of Dr. K. K. Rai, Assistant Professor, Dept of Mathematics. The teaching fraternity strongly denounced such dastardly act and exhorted upon the students to maintain discipline in order to augment the academic ambience of the institution.

Condemning the incident, Nongja Singpho, Joint Secretary, APCTA, IGGC, Tezu Unit said that such type of unruly behaviour of the students would affect the morale of the teaching community.

S.C. Pradhan, Vice-Principal of the College, vehemently condemned the attack on Dr. Rai and called upon the student community to instill themselves with social and moral ethos for the larger interest of the society in cherishing the noble values of our education system.

PASIGHAT: In response to the call given by the Arunachal Pradesh College Teachers Association (APCTA) Itanagar to boycott the RGU exams on the 13th of April in protest against the teacher attacks, a dharna was organised by the APCTA JNC unit starting at 8.30 am until 4.00 pm at the upper campus of the college.

Expressing its solidarity, all the faculty members turned out along with the non teaching staff wearing black badges and demonstrating their angst with a large number of banners and placards. The peaceful dharna also saw huge gathering of students as well well-wishers.  

BOMDILA: APCTA Government College Bomdila Unit strongly condemned the physical assault of Dr. Rai. All the members staged a dharna today in accordance with the decision of the State Unit APCTA.

The APCTA Government College Bomdila Unit strongly viewed the incidents and stated, "This is not just unfortunate incident as such attacks on teachers have become regular phenomenon in the colleges of the state. These days teachers in the college feel that performing examination duty has become an affair inviting verbal abuse and physical assault. Due to dilly dallying attitude of the authorities at the Rajiv Gandhi University in taking stern action against such aberration, we are compelled to boycott Invigilation Duty and stage dharna, the statement read. They demanded exemplary disciplinary and legal action against the culprit engaged in the disgraceful incident.

Arunachal to move Centre to restore the Special Category Status

ITANAGAR Apr 13: During a workshop on 14th Finance Commission and NITI Aayog-Challenges and Opportunities for Arunachal Pradesh, organized by the State Government and attended by all stakeholders today at State Golden Jubilee Banquet Hall, the Chief Minister informed that the Finance Commission has given due recognition to forest conservation and its associated disability to the people responsible for preserving this forest wherein the state has made the highest ever gain in the percentage share of the divisible pool of the Central Taxes. The gain has been four-fold from 0.328 to 1.37. This will result in an overall devolution of 54639.05 Crore during 2015-20. With this resource, planned activities can be under taken based on local norms and conditions" Nabam Tuki said.

During the daylong meeting, Arunachal Pradesh in context of 14th Finance Commission Award, Niti Aayog and Arunachal Pradesh vision 2030 were discussed in length.

The meeting chaired by CM was basically aimed towards explaining the changes in governance which has been as a result of 14th Finance Commission Award and Niti Aayog.

The consultations with the stakeholders will commence by the first week of May which will pave way for preparation of suggestions for the upcoming State Budget 2015-16, 5 Year Perspective Plan (2015-20)- Sector, District and 15 Year Vision for Arunachal Vision 2030.

Briefing the house on the merit and challenges on the 14th Finance Commission Award and Niti Aayog, Planning Secretary Sonam Chombay informed about the FFCs radical enhancement of shares to the states in the central divisible pool from the current 32 percent to 42 per cent which is the biggest ever increase in vertical tax devolution.

After thorough discussion on the challenges, the house unanimously resolved to move the Union Government to restore the Special Category Status and its associated benefits for Arunachal Pradesh. It also resolved to take up the 12 delinked Central Sponsored Schemes with Government of India.  Few other resolutions which were unanimously taken up by the house were to impress upon the Central Govt. to continue sharing pattern of 90:10, to complete all the ongoing Centrally Sponsored Schemes delinked in the TFC. Eg. MLA Apartment, Outdoor Stadiums, CC Roads etc. by setting a time period, to take into consideration for maintenance of assets already created, Policy / schemes related to revenue and employment generation to be given priority, Agriculture and Allied Sector to be streamlined, marketing policy/ linkage needs to be established, target for high revenue and checking of leakages and make it online, Industrialization policy needs to be strengthened, Establishment of SEZ be taken into consideration, Policy related to Border areas like connectivity, security etc. need to be strengthened, proposal for keeping whole of the State under BADP to be initiated, Hydropower policies to be streamlined and issues related to delay in the execution of Hydropower need to be addressed, unnecessary creation of posts, up-gradation of administrative/ health establishment etc. to be avoided as far as possible, Govt. to take holistic approach in funding the Centrally sponsored Schemes delinked from funding like Panchayati Raj and Information Technology as a lot of liabilities have been created in their departments during 13th FC, Terms of reference and formats will be made available to DCs to facilitate comprehensive preparation of VISION 2030 besides, all Departments/Officers to give their recommendation by 20th April' 2015 regarding CSS for consultations with NITI Aayog.

Meanwhile, President's Silver Medals to the Deputy Commissioners for their exceptional contribution rendered during the population census 2011 were given away. Officers like Abu Tayeng, Yeshi Wangmu, Onit Panyang, Opak Gao and Gamli Padu received their medals respectively from CM amidst huge round of applause while few other recipients were absent.  

 

 

Police bust gang of burglars, recover huge quantities of electronics goods

ZIRO, Apr 13: In a major breakthrough, Lower Subansiri Police busted a gang of burglars arresting five of its members, and recovered large quantities of electronics goods, including TVs, computers and accessories from their possession.

Lower Subansir SP Tumme Amo after receiving several complaints of burglaries constituted a team which laid trap and caught the burglars. The arrested burglars were identified as Yom Raja, Yom Tabung, Toko That, Sanjay Gurung and Dangu Habung, informed the SP.

Three laptops, two LCD color TVs, four computer monitors, 1 printer, three CPUs, two DVD players, three sets of sound box, two keyboards, one UPS, many electronic items, local beads, bangles etc were recovered from their possession.

The gang had been active over the past few months in Ziro-Hapoli Township.

Meanwhile, police has launched further investigation to arrest other members of the gang, informed SP Amo.

Anyone found buying such stolen items will be booked under the provisions of the law, the SP cautioned. DIPRO

Meanwhile, while lauding the Ziro police for cracking the burglary case of Hapoli town and its adjoining colonies, the Hapoli Bazar Committee (HBC) has requested the  authority  not to release the burglars nabbed. The Committee hoped that Ziro police would continue its efforts in order to maintain law and order problem of the Hapoli town and its adjoining colonies.

 

 

Arunachal needs to launch cardamom revolution

NAHARLAGUN, Apr 13: After large size cardamom turned a national role model in Anjaw district following a joint project taken up by NABARD and National Youth Project (NYP) and helped the district to earn Rs 60 crore in 2014, the efforts of Agro Gramin United (agun) chairman Likha Maj, one of the pioneer horticulturists of the state, came to limelight recently.

With the locals totally depending upon the government and finding it difficult to earn their  livelihood, Maj had started horticulture activities in 1993 to encourage the locals to tap  vast horticulture potentials through Agun to become self-reliant. He had started kiwi, large cardamom, ginger, local millet, maize, broom cultivating and marketing the produce to Guwahati

to earn handsomely for him and other local farmers.

Maj recalled his experience from the past that he used to sell large  cardamom at a throw away price of Rs 20/kg. The rate went up to Rs 40 to Rs 90 then Rs 200/kg,  when the villagers were lured to this wonder plant. The rate went up from Rs 200/kg in 2000 to  Rs 900/kg.

He disclosed that after visiting various cardamom gardens in different states, he has removed  the old plantations and is planting new organic saplings developed scientifically to get ten  times higher yield besides a longer lifespan. He said that his cardamom cultivation has grown  to two-lakh plantation in Poligeka to Lalgab hamlets under Kugitago panchayat of Pistana  circle in Lower Subansiri district.

Almost all the locals of Pistana belt are engaged in massive cultivation of large cardamom now  for the initiative taken up by the Agun in 90's by conducting door-to-door mass awareness  campaign, distributing free saplings, fencing materials and offering forward market linkage  that had encouraged the villagers.

The tangible fruits are visible today with the farmers sellings, Maj said with satisfaction.

However, the rate varies from Rs 2,000 to Rs 2,500 per kg now, he said, adding the earning was  enriching local economy while supplanting the GoAP's resolve to generate employment in the  state. He hoped the district could turn into one of the horticulture bowls of the state given the suitable agro-climatic condition. The annual turnover of the black gold is almost Rs 15 crore  to Rs 20 crore last year and likely to cross Rs 40 crore this fiscal. Pointing out that no  contract work or service could give so huge return like that of black gold, he said that  Arunachal Pradesh needs to launch cardamom revolution for higher production after becoming  country's largest kiwi producer.

Pointing out that state's future hinges in horticulture that could give honourable and  sustainable income even to the illiterate villagers, Maj wondered when vast unused land are  available and locals only boast of 'yeh mere pahar, yeh tera pahar' (This is my hill, this is  your hill), why not make them productive?

 

 

AITF suggests ways to curb bandh culture, development of the state capital

ITANAGAR, Apr 13: Arunachal Indigenous Tribes Forum (AITF) in a meeting with Chief Minister Nabam Tuki on Sunday suggested ways to curb bandh culture, development of the state capital and streamlining the land allotment system.

The Forum, which comprises of all community based organisations, suggested that a Public Grievances & Redresal Cell under the charge of a cabinet minister with full-fledged department be established to deal with everyday issues that may lead to protests and bandhs. It said the Cell would filter public grievances through stages like memorandum submission, dialogue and interaction, notice, peaceful protests, ultimatum and finally regulate bandh call as a last resort. The Forum informed the CM that all community based organisation would never support the bandh culture but requested the Government to put in place a fool-proof mechanism to avoid it.  In line with Delhi and several other cities, AITF also suggested establishing Itanagar Capital Development Authority to work as a statutory body with separate plan outlay, demand for grants and head of account for holistic, judicious and planned development of the state capital.

The Forum headed by Bengia Tolum further expressed concern on cases of private and government land grabbing and misuse of social media. It requested the government to set up mechanisms to regulate land allotment through a proper master-plan as well as find out means to check misuse of social media like Facebook by certain people.

The Chief Minister welcomed the suggestions and said that this would help in preparing the ambitious State Vision 2030. He in fact expressed surprise receiving the innovative suggestions when the government is only used to receiving demands and ultimatums.

"If all community based organizations come together and cooperate with the government bandh culture will die a silent death," Tuki said.

 

 

Kaso seeks people’s cooperation for quality road construction

NAHARLAGUN,  Apr 13: Itanagar lawmaker Techi Kaso today exhorted the residents of Pachin Colony here to wholeheartedly cooperate with the PWD for maintaining the quality of the  ongoing concrete cement road work in the colony.

A group of villagers led by Pachin Welfare Committee president Tadar Tania met Kaso, who  accompanied with Naharlagun PWD EE Taniya Soki, inspected the work on Monday morning.

When Kaso insisted the villagers to cooperate and allow the concrete to set without causing  any damage for it to last long, they assured to maintain vigil so that no one drives on the  road before complete setting. They also lauded Kaso, also UD Parliamentary Secretary, for  fulfilling his commitment of developing the roads of the colony.

Soki told them that the dry link concrete (DLC) of the 3-km road was over and the pavement  quality concrete (PQC) was on after spreading a separation membrane (white plastic sheet) for  maintaining quality of the concrete work as per specification.

A transit mixer was transporting the concrete from the batching plant at Sod village and  pouring it mechanically for about two dozen labourers assisted by a vibrator to lay the  concrete.

Per cubic metre CC requires about 450 kg cement, i.e., at the ratio of nine bags of cement and  aggregate-sand mix, said the EE, adding that the work is of M35 standard (mix concrete 35 to  explain the strength after curing). He said the road would be complete within two weeks.

The CC roads of E to F, A sectors, Dam Site and Model village has been sanctioned and will be  taken up soon, Kaso said.

The Pachin Colony CC road would not only benefit the residents but will serve as an alternate  road to ease the traffic congestion, Kaso said citing the example of enormous landslide of the  hillock near the petrol depot in 2013 when the massive vehicular traffic was diverted through  the same route.

It was a herculean task then with very narrow dilapidated road which was unable to carry the load but it would be a very smooth drive now, Kaso added.

 

 

Road linking Mac Mahon line

ITANAGAR, Apr 13: The road axis from Tezu to Kibithu & Dichu on East bank of Lohit river via Salangam, Hayuliang & Walong under the responsibility of 48 BRTF of BRO, is the single arterial road link up to the Mac Mahon line. Along this alignment, a total of 41 bridges are already constructed and few more are being upgraded to enhanced specifications. The sector gains strategic importance as it shares international borders with China and Myanmar.

Meanwhile, BRO will be completing the double lanning of the road stretch Dirak (Km 839.00) to Chowkham (Km 806.750) as part of NH-52.

Construction of road to NHDL specifications from Dirak to Chowkham was sanctioned by MoRT&H under Arunachal Pradesh package of SARDP NE programme for Rs. 6706.41 lacs. However, this cost has been increased by Rs. 7927.67 lacs on account of land acquisition & forest compensation, shifting of utility services like shifting of electric poles, old water pipeline at Lathao and Manmaw village.

After completion of Road stretch from Dirak to Chowkham of NH-52, this stretch will lead to two pilgrimage locations of the Golden Pagoda and Parshuram Kund.

Good move by govt. of India

Government of India has floated cabinet draft seeking nod for stake sales in some of the Public Sector Units. Altogether government is lining up 13 PSUs for stake sale in 2015-16 to achieve fiscal disinvestment target. Government has shortlisted about a dozen PSUs including IOC, National Fertilizers, MMTC, Hindustan Copper and ITDC for stake sale to achieve the current fiscal's disinvestment target of Rs 41,000 crore.

The department of disinvestment plans to divest 5-15 per cent government stake in these state-owned companies. As per the roadmap, 10 per cent stake each would be diluted in Engineers India Ltd (EIL), NALCO, NMDC and Indian Oil Corporation (IOC).  Report further adds that as much as 15 per cent stake would be up for sale in National Fertilizers Ltd (NFL), Hindustan Copper Ltd (HCL), India Tourism and Development Corp (ITDC), State Trading Corp (STC) and MMTC. The decision of union government should be welcomed. Off late some of the PSUs have become burden on the union government and there was urgent need to carry out disinvestment process. Government of India should also explore the possibilities of dissolving the loss making government undertaking like Air India. Huge amount of public money is lost in maintaining such loss making government undertakings.

Language as an important element of culture

Dear Editor,

Language is an important and inseparable element of any culture. It is a unique gift that empowers us to communicate our ideas, knowledge, customs, tradition, beliefs, practices etc. As Fishman (1996) states; “Language is the mind, spirit, and soul of the people.”  It is through language that we transmit ‘who we are’ as a people to our beloved children- our future. It is sad to see the Generation Y (millennial) unable to communicate in our languages. This is a trend that is developing in our society.  Mother tongue is something that every child should learn from and taught by parents, grandparents or the general community. Our indigenous languages are beautiful and unique in their own way.  It is high time we learn and appreciate its beauty.

This is an appeal to all parents to take little effort to teach children our mother tongue from very infancy.  Let’s learn our mother tongue with all our heart and soul, because our culture is never complete without it. What important pieces/components of our tradition that we choose to pass on to our children, may have the power to break or preserve our culture.  Every effort must be upheld by each community to protect, preserve, promote, and practise their Indigenous languages.

Provide equal chance to every youth

Dear Editor,

The seminar on the youth's perspective on exclusion in Arunachal Pradesh was conducted in Rajiv Gandhi university. The issues of racial discrimination, the negative impacts of Hydel power projects & Railways, minority schemes, the case of Yobin community of Arunachal Pradesh were the core topic for discussion.  All these issues are very pertinent in context of contemporary Arunachal Pradesh.

 However, according to me the most severe form of social exclusion that is taking place in Arunachal pradesh is "corruption".

A question may arise in the minds of bundles ‘how’.  Corruption is a form of social exclusion that is invisible. In the sense that people still don't perceive this as social exclusion though they may have aversion towards corrupt practices. The first thing that strikes our mind when we say corruption in today's society is limited to the financial boundary. The corrupt practices are highly practiced by the affluent section of the society. This eventually is leading to the widening of disparity between the rich and the poor.

In Arunachal society, in the ground level the rich are getting richer and poor are getting poorer.  The economically backward people with no err on its part are deprived of  many opportunities. A bitter reality that many a times the economically backwards are deprived of equal opportunities in matters of public employment thus violating the article 16 of the Indian constitution.

The best instance is the practice of nepotism linked to political elites that is prevailing about securing jobs in public offices.  So what about the section of the people who are deprived of the deserving positions only because one is not financially healthy?

Isn’t this a form of exclusion?  One very pernicious outcome of such practices would lead the youths who are authentic, hardworking and aspiring, to the path of desolation as a result of frustration.  The youths of Arunachal Pradesh constitutes 60%(approx) of the population and it is the youths that can really elate Arunachal Pradesh.  The only notion of my article is to appeal the respected authorities to provide equal chance to every youth to show our dedication towards the well being of the state.

Imbalanced education system

Dear Editor,

The current education system of our state is in pathetic conditions. The state Govt. is moving ahead with a move to create more educational institutes than to improve the existing ones. There is a shortage of teaching staff in most of the schools of our state. Some of the interesting fact behind the scene is that many of the teachers are concentrated in a particular region. Solutions to this problem could be through proportionate posting of teachers in different region of our state. Initially the state govt. had ordered mass teachers transfer from so called teachers concentrated region to a region where there were less teachers. But the state govt  had withdrawn their move due to unknown reasons and the same govt had set up "One Man Committee " to study the matter and prepare a report to solve the issue. Till today the committee is silent over the issue and there is no sign of any further steps in this regards. Therefore the problems of teachers issue are a matter of concern to be discussed at all levels. Hence, it's my humble appeal to the concern authority to safeguard the young future generation from imbalanced existing education system.

Why are they so busy?

Dear Editor,

As one of the victims of landslide that occurred on 22nd August 2014, I filled a request for relief fund at the Disaster Management Department.

But employees of the department said, "doing such thing is wastage of time. You'll get 2000 rupees at most, which will be less than your fare of to and fro".

I went to the local MLA of capital complex Itanagar, Techi Kaso. He says, “Okay. I'll jot down your pray, but it will take time...".

Then, I went to Kameng Dolo, the pro tem speaker of Arunachal Pradesh. He says, "although you are from my constituency, I cannot help you in this matter instead you must go to our Chief Minister on Friday, he might bless u with some!!".

I went to CM’s office and gave my name for an appointment".

10 months have passed but there is no sign of him. I went to his office every Friday, but his PA says, "I am sorry! He is out on an emergency meeting.”

And I had filled a request for construction of retaining wall in Nirjuli. 9 months passed the Accountant of Disaster Management keeps on increasing the days. He asks me to come after 15 - 20 days.

At last I came to know that they have not conducted any meeting since last September to look over the proposed plans. And there are more than thousands of such pending applications.

So, there arises a question from common man!

 Why our MLAs are unable to help when we need them?

Why our administrators are not taking action when it comes of common men?

Why is our CM Nabam Tuki always busy on Friday, the day designated for the public.

An open letter to MOS (home affairs)

Dear Editor,

Back here in Dollungmukh, Lower Subansiri district ( Lok Sabha Arunachal West constituency), people are going through lots of hurdles and crying for basic needs in the area though it is merely 5 KM away from NH 52. Due to lack of electricity, proper road connectivity and many more, particularly, the student community and pregnant women are the worst sufferers.

It is my humble request to you to look into the electricity problem which we have been facing for many decades now.

Hope you will bring a little smile to our villagers who have been waiting for electrification.
